2003 Projects:
20910 Howland Avenue Demolition
Bud Allstot, owner of Lakeville Tire and Auto and a vacant single-family house located behind the business, expressed interest in removing the house and constructing a 17-car parking lot west of the existing business.
Representatives from the Dakota County Community Development Agency (CDA) met with City staff and Allstot in August of 2003 to discuss a CDBG application for a demolition and clearance project.
CDBG Funds were used to fund the asbestos abatement and demolition, which was completed in October. Construction of the parking lot began in November of 2003 and will be completed in the spring of 2004.

Downtown Car Wash / Drycleaner’s Plus Demolition
Demolition of the Downtown Car Wash / Drycleaner’s Plus building located on Howland Avenue was completed in July 2003. The City had previously purchased this property after it went into foreclosure and became delinquent on property taxes. After the vacant structure was removed, Wells Fargo Bank purchased the property since it is adjacent to their Downtown location. The Bank then constructed a parking lot that provides 25 additional off-street parking spaces.
CDBG funds were used for demolition / clearance of the site and on-site environmental remediation services.

About Community Development Block Grant (CDBG) Program
The Community Development Block Grant (CDBG) Program is a federal program that provides annual grants to entitled cities and counties to help develop viable urban communities. CDBG funds can be used towards providing decent housing and suitable living environments. The CDBG Program expands economic opportunities for low and moderate, income persons.
Dakota County has been receiving CDBG funds since 1984.
